Waving the wire shortens it: crimp it into a zigzag and the ends come closer, so the wire tightens. That is the whole trick, and it is what pliers do not do.

01 · WAVING IT SHORTENS IT
The mechanism, and why it matters
The gears run over the wire already fitted in the frame and press a zigzag crimp into it. Crimped, the same length of wire spans less distance between its ends: the result is tension, spread evenly along the whole run.
And there is a second effect: that zigzag multiplies the contact area with the wax. A straight wire touches the sheet along a line; a crimped one grips it at many points, and that stops the comb bowing in the heat or bursting in the extractor.
02 · FOR OLD FRAMES TOO
And how far it goes
It is not just an assembly tool. Wires slacken over the years and with heat cycles, so the crimper serves equally well to go over used frames before wiring fresh foundation into them.
It has a limit: if the wire is very slack, crimping will not fix it — you have to pull the end and refasten. And it pays not to work the same stretch twice: every bend fatigues the steel.
